Why is rust coming back through the paint?

Rust can return when corrosion was not fully stabilised, the steel was contaminated, the coating film is too thin or damaged, water reaches the steel through defects, or the selected system is inadequate for the environment. Remove loose corrosion and rebuild the anti-corrosive system on properly prepared steel.
