Why does rust start around welds even after painting?

Welds can retain weld scale, spatter, sharp edges, pinholes and heat-affected contamination that make complete coating coverage difficult. Prepare welds thoroughly by grinding, sanding or abrasive blasting as appropriate, remove contaminants and coat promptly with the specified primer and topcoat system.
