Why does clear varnish on exterior wood become dark or discoloured?

Clear finishes outdoors expose the timber to strong UV radiation. If the varnish does not provide adequate exterior UV protection, the timber beneath can darken or weather. Remove failed material as necessary and use a clear finish specifically intended for exterior exposure, understanding that transparent systems normally require periodic maintenance.
