Why does a strong solvent topcoat lift or wrinkle the paint underneath?

A strong solvent can soften or swell an incompatible underlying coating, causing lifting, wrinkling or pulling. Before applying a new solvent-based coating over an unknown or older finish, identify the existing paint and check compatibility. A small test patch is useful before coating the full area.
