Why do tiny rust spots appear soon after I clean and paint bare steel?

This is often flash rust. Clean bare steel can start corroding quickly when exposed to water, humidity or damp air before the primer is applied. After preparation, ensure the steel is dry and prime it promptly with the appropriate corrosion-resistant system.
