Rust-filled blisters indicate corrosion developing beneath the coating. Common contributors include inadequate rust removal, salts or oil left on the steel, insufficient coating thickness, poor adhesion, or a coating system unsuitable for the exposure. Remove the failed system, prepare the steel correctly and rebuild the specified corrosion-protection system.
