What should I do when old roof waterproofing is peeling or failing?

Do not simply bury loose or failed waterproofing under new coating. Remove all loose, peeling and unsound material, identify and repair the reason for failure, clean and dry the substrate, then rebuild the waterproofing system on a sound surface.
