Mill scale is the dark blue-black oxide layer commonly found on hot-rolled steel. It can appear firmly attached but may later break away, taking the coating with it and exposing steel to corrosion. For demanding protective systems, remove unstable mill scale and prepare the steel to the specified surface standard before priming.
