Should I clean steel with Turps or paint thinner before painting?

Do not rely on Turps or paint thinner as the main steel-cleaning process. Proper preparation requires removal of grease, salts, rust, mill scale and other contamination using suitable degreasing, mechanical preparation or an approved metal-cleaning process.
