How should mild steel be prepared before painting?

Remove oil, grease, dirt, loose rust and mill scale. Abrasive blasting is the preferred preparation for heavy mill scale where practical. Chemical preparation may use a suitable phosphoric-acid cleaner followed by thorough rinsing and drying. Do not leave detergent, acid or soluble contamination on the surface before coating.
