How do I repaint previously painted steel?

Check that the old paint is firmly bonded and compatible. Remove rust, loose or flaking coating, oil and dirt; feather damaged edges and sand glossy areas. Spot-prime exposed steel with the correct primer, then apply the compatible topcoat. If the old coating is unknown, do a compatibility test first.
