Do I need a primer before applying Quick Drying Enamel?

Usually yes on bare steel. Quick Drying Enamel is a topcoat and performs best over a correctly prepared, compatible primer unless the specific coating system states that it can be applied direct to metal. Previously painted sound surfaces may need cleaning, sanding and spot-priming rather than a full primer coat.
