Can I apply enamel over water-based paint?

It can be done over a sound, fully dry water-based coating, but compatibility and adhesion must be checked. Clean and lightly sand the surface and use the appropriate undercoat where required. Do not coat over soft, peeling or poorly bonded acrylic paint.
